These two and their high-level confederates are conspiring to make sure that our borders remain thoroughly porous, and that our border protection system remains completely ineffective.  Perfect conditions for whatever is flowing in and making so many people so much money, on both sides of the border.

Vicente Fox openly blames the US for the drug traffic and yet wants to make sure that the border isn't tightened in any way.  He has also proposed negotiating with the drug cartels to reach a mutually beneficial agreement between Mexican authorities and the cartels:
